Security measures are applied to individuals who have committed crimes and, because they suffer from mental disorders, cannot be considered responsible for their actions and for this reason they must be treated and not punished. Treatment is not considered a penalty, but rather a form of cure or intervention if there is no possibility of recovery for the patient, in order to make him/her fit to live in society.
